العداء لفنزويلا… ما اسبابه الحقيقية؟

شاركت المندوبة الامريكية في الامم المتحدة نيكي هيلي الاسبوع الماضي في وقفة إحتجاجية أمام مبنى الامم المتحدة مطالبة الشعب الفنزويلي بإسقاط الحكومة على غرار ما شهدناه في الميدان في كييف في أوكرانيا عام 2014. وكانت تهتف في الميكرفون ” سنقاتل من اجل فنزويلا..وسنستمر بفعل ذلك الى ان يذهب مادورو”. وهذا ايضا يذكرنا بما نطق به عضو الكونغرس الامريكي ماكين عندما إنضم الى المحتجين الذين حركتهم المخابرات المركزية الامريكية وبالتخطيط مع السفارة الامريكية في كييف حيث طلب من هؤلاء المحتجين وغالبيتهم من القوى الفاشية والنازية البقاء في الميدان الى حين سقوط حكومة يانوكوفيتش عام 2014.

هذه أمثلة بسيطة تدلل على هو المقصود بـ “السيادة” التي ذكرها الرئيس ترامب أكثر من عشرة مرات في خطابه المضحك امام الجمعية العامة في الامم المتحدة. “السيادة” لا تخص اية دولة خارج إطار الولايات المتحدة وعلى الجميع ان يرضخ لهذه الهيمنة والتسلط والسيادة الامريكية والا فإن مصيرا أسود في إنتظاره بالقتل الشنيع كما حصل في ليبيا عام 2011 والرئيس صدام حسين بعد الغزو الامريكي للعراق عام 2003 . وفي حالة عدم التمكن من تغيير النظام بتحريك الشارع ومحاولة الاغتيال كما حدث في فنزويلا على سبيل المثال فبفرض عقوبات إقتصادية جائرة وقاسية وزيادة الاعباء الاقتصادية والتلاعب بالعملة للبلد وتدريب قوات خاصة على أيدي سفاحي المخابرات المركزية الامريكية في الدول المجاورة مثل كولومبيا لتقوم بأعمال إرهابية في فنزويلا بين الحين والاخر لتزعزع حالة الاستقرار . وفي حالة فشل كل هذه في تغيير النظام والرئيس والحكومة المنتخبة من قبل الشعب تلجأ الولايات المتحدة الى التهديد بالتدخل العسكري المباشر تحت ذريعة التدخل لحماية المدنيين أو ما اطلق عليه في كوسفو عام 2000 بـ ” التدخل الانساني” لقوات حلف الناتو تحت القيادة الامريكية خارج إطار الامم المتحدة وقرارات مجلس أمنها. وما زال الكثيريين منا يذكر كل الفبركات الاعلامية التي صاحبت العدوان على ليبيا وأكاذيب عن حالات إغتصاب بالجملة من قبل الجيش الليبي وقتل المدنيين الى قصة رمي الاطفال من الحواضن في مستشفيات الكويت من قبل القوات العراقية الى فبركة مختبرات إنتاج الاسلحة الجرثومية المتنقلة وإمتلاك العراق اسلحة الدمار الشامل…والقائمة تطول.

هذه السياسة العدوانية لمجموعة المحافظين الجدد في امريكا وأخطبوط الشركات الكبرى التي تجوب العالم تحت سقف العولمة لنهب المزيد من ثروات البلاد في أفريقيا وامريكا اللاتينية ودول آسيا والشرق الاوسط وبقية مناطق العالم لا شأن لها بحماية المدنيين فهذا آخر ما تهتم به لانه لا يتواجد على لائحة إهتماماتها أصلا. وما يحدث في اليمن على سبيل المثال لهو اكبر دليل على هذا حيث أكثر من ربع سكان اليمن من الاطفال يموتون بسبب نقص الغذاء والدواء وذلك يعود ليس فقط للقصف المتواصل لقوات “التحالف العربي الاسلامي” الذي تقوده السعودية بل وأكثر من ذلك بسبب الحصار الخانق برا وجوا وبحرا لليمن من قبل قوات التحالف والعالم الغربي وعلى راسها الولايات المتحدة وتوفير كل ما يلزم من أسلحة للقتل والتدمير كما وتشارك في عملية الحصار. هذا المثال الصارخ والواضح يفضح كل الدعاوي الانسانية وحقوق الانسان وحماية المدنيين ونشر الديمقراطية وبناء دول المؤسسات الذي تؤخذ كمبرر لتدمير الامم وإشاعة الفوضى والاحتراب الداخلي وتحويلها الى دول فاشلة يمكن السيطرة عليها بسهولة.

وإذا ما عدنا الى فنزويلا لنتسائل لماذا كل هذا الحقد الدفين والمحاولات المستميتة والتي فشلت لغاية الان في قلب نظام الحكم فيها؟ من المؤكد ان الاسباب لا تمت الى كل المبررات التي سبقت فهنالك العديد من الدول التي هي أولى بالتدخل إذا ما اخذنا هذه الاسباب والمقاييس. ما يجب ان ندركه في الحالة الفنزويلية هو حقيقة ان البلد تحتوي على أكبر مخزون إحتياطي من النفط في العالم وهذا المخزون يفوق ما تمتلكه السعودية. والمدقق في المناطق الجغرافية والدول التي تتعرض الى الهجمات على المستوى السياسي أو الامني أو العسكري المباشر او غير المباشر من خلال الوكلاء والعملاء والادوات للدول الغربية وعلى راسها الولايات المتحدة يرى بوضوح ان السيطرة على مصادر الطاقة وطرق إمدادها لضمان إيصالها الى الاسواق العالمية وبالاسعار المناسبة لاقتصاديات الدول الغربية الرأسمالية يشكل حجر الزاوية الاساسي لهذه السياسة العدوانية. فمن غزو العراق الى غزو أفغانستان الى تدمير ليبيا على أيدي حلف الناتو الى العدوان الكوني على سوريا الى محاصرة إيران ونشر القواعد الامريكية في منطقة الخليج العربي الى السياسة العدوانية تجاه روسيا وفنزويلا والتوجه نحو بحر الصين الجنوبي…الخ كلها تصب في نفس الخانة الا وهي السيطرة على منابع الطاقة وطرق والتحكم بطرق إمدادها وتوزيعها ومحاولة حرمان البعض منها وتوفيرها للبعض الاخر.

أما السبب الاخر في إتباع السياسة العدوانية تجاه فنزويلا فهو لما تمثله فنزويلا في منطقة استراتيجية هامة كانت ولوقت قريب تعتبر الحديقة الخلفية للولايات المتحدة التي كانت تصول وتجول في هذه الحديقة تقيم حكومة موالية هنا وتسقط حكومة غير موالية بالتمام والكمال هناك. وفنزويلا شكلت منذ عهد القائد الاممي شافيز وما زالت تشكل شوكة في حلق الاستراتيجية الامريكية وضربت أمثولة لدول أمريكا اللاتينية في التحرر من القيود والعبودية الامريكية الى جانب كوبا وذلك بالاعتماد على شعبها وخدمة فقراء الوطن الذين وقفوا للدفاع عن مكتسباتهم وأسقطوا محاولة تغيير النظام. هذا المثل الصامد لا تريد الولايات المتحدة أن يتكرر في دول أخرى لاتينية ما زالت ترزح تحت الهيمنة والسيطرة الامريكية التي عملت على المجيء بحكومات فاسدة مطيعة للسيد الامريكي. 

ويجدر بنا أن لا نستبعد بعض الاصوات التي ظهرت في فنزويلا التي تنادي بعدم إعتماد الدولار الامريكي في التبادلات التجارية مع الدول الاخرى وخاصة في قطاع الطاقة في الاسواق العالمية باعتبارها سببا آخر يضاف الى أسباب هذه السياسة العدوانية الامريكية. فهذه الدعوات إن تم تبنيها وبالرغم ربما من محدودية فعاليتها الا انها تشكل سابقة وربما تشكل تهديدا للهيمنة الامريكية على النظام المالي العالمي الذي ما زال مستمرا منذ إنتهاء الحرب العالمية الثانية الى يومنا هذا. وبعض المحللين يعتقدون ان أحد الاسباب للقضاء على نظام العقيد معمر القذافي في ليبيا عام 2011 كانت الدعوات المماثلة بعدم الاعتماد على الدولار الامريكي في بيع النفط والمعاملات التجارية الخاصة بتسديد فواتير بيعه أو شراؤه.

This is the last thing they care about because it is not on its list of interests at all.

This steadfast example does not want the United States to repeat itself in other Latin countries still under American hegemony and control that have brought corrupt governments obedient to the American master. We should not rule out some of the voices that have emerged in Venezuela, which calls for the US dollar not to rely on trade with other countries, especially in the energy sector in global markets, as another reason for this aggressive policy. These calls, if adopted and though perhaps limited in effectiveness, set a precedent and may pose a threat to US hegemony over the global financial system, which continued unchallanged from the end of World War II to the present day. Some analysts believe that one of the reasons for the overthrow of Colonel Muammar Gaddafi’s regime in Libya in 2011 was his call for leaving ….  not to rely on the US dollar to sell oil and commercial transactions to pay bills to sell or buy.
